I just saw that has left the English report of the ICCS 2009. International Study of Civics and Citizenship . Should take a few days there, but I have not seen anyone to echo it, and neither the Ministry has taken in its news section. It is a study involving 38 countries, of which 24 have performed a European module. In Spain, involved 3,000 students in Secondary 2 and 2,000 teachers from about 150 centers (more on the report here.)
I have no time to read it now, so what follows is an impression after examining the report graphics. Someday I'll have time to pay more attention to the text, although the experience reports Appraisal Institute tells me that the graphics are better guide to what happens to the text. What I found is quite similar to that anecdote I do not know how famous he said he was very interested in who knows what writer, and that any day would read his book.
In the overall results of civics and citizenship (p. 139) put us in the middle of the table of 38 countries, 22 in particular place with 505 points. But the countries that lie below the only Europeans are Greece, Luxembourg and Bulgaria, all others are Hispanic, along with Thailand and Indonesia. At our level are, yes, our neighboring countries: New Zealand, Norway, Belgium (Flemish part), Russia, Austria and the Netherlands. Finland is situated above (which, with 576 points, returns to lead an international comparison study), Denmark, Sweden, Ireland, Switzerland and Italy, along with Hong Kong, Taipei and South Korea. It does not seem unreasonable to think that there is a relationship between the quality of the education system and results in this evaluation.
As always, we mean if we put a non-European countries that significantly lowered the average, but if we take only the Europeans we are probably 15 or 20 points below it. With regard to the overall average, excel in "Knowing" and "civic identity", we mean in "Corporate and civic systems" and "Civic Engagement" and worse "Analyze and reason" and "civic Principles ". If we apply these results to the European average, we highlight just above the "civic identity", but below the "civic principle" and "Analyze and reason."
One thing that may be of concern (p. 141) is that we, together with Greece, Austria and Norway, where more than the difference between native and immigrant students. Which is bad in mathematics, but on issues related to coexistence
civic ... Our students have excellent attitudes: the latter to support democratic values \u200b\u200b(the second is Chile) and attitudes toward gender equality (the first being Sweden). Less well we are asking for equal rights for all ethnic groups and immigrant, which stayed in the media. The worst attitude is toward our own country, but do not think there stand the rest of European students. The three countries to which students are most proud of belonging are the Dominican Republic, Colombia and Guatemala, and least in Flemish Belgium (we're going to send to the Duchess of Alba to give them a few lessons ... .)
Reaches point of commitment and participation: if we ask for active participation, we are in the tail group, if we ask for things that make students think in the future, we rise to the media.
Students were examined in a module on the European Union, where, in knowledge, we do not particularly brilliant paper, but not catastrophic. There are a surprising question, but as is clear in the report (pages 79-95), I will not comment further.
We arrived at the "Europe": we feel more European than almost anyone (third behind Italy and Slovenia, but if we talk about student participation in activities or groups at Europe, or in communicating Europe, we are in the tail group. With attitudes towards Europe, excelling in almost every: seconds in positive attitudes towards equality, or to freedom of movement within Europe (if for good, because if it is to bad we favor restricting: it is curious that we the most changed our minds as we ask highlighting the positive or negative), or rooms in positive attitudes towards learning European languages \u200b\u200b(but in knowledge, third from bottom, only after the Anglophone countries).
We are also in the leading group in positive attitudes toward common policies in Europe towards European unification, towards the single currency, or to further enlargement of the EU. And we are the first to willingness to vote in European elections, almost 70% are quite or completely sure going to vote. Just like what happens now .
In short, good attitudes, few skills and fewer facts.
