One of the most common superstitions among our politicians is to believe that when something is written or guaranteed by law, all work is already done. I check very often statistics of Ministry of Education , whether for business or pleasure (each is a slave to his vices), and a few months ago I found an odd thing: the series of the net schooling at age 15 appeared to me filled with "hundreds" from 2000. I it was weird because I look at from time to time and remember that this series had other data. Also disappeared shortly after the "hundreds" and stood as is now (Table 6), empty cells and a brief note saying:

At this point I realized that I have not explained how goes it in the net enrollment rate at a given age. There are two enrollment rate, the gross and net. The gross rate is the percentage of students in the class corresponding to a theoretical age of the inhabitants of that age. The gross rate tells us how many people are enrolled in a course on the total population, while the net talks about the number of students of a given age cohort who continue in education.
Therefore, if the Ministry says that 100% of 15 year olds are in school is saying that all students of that age are in the education system. All. There absenteeism, and there are groups where the girls at 12 years away from school (sometimes for marriage), there are places (beach and rural) where even the kids leave school to "lend a hand at home" ( from somewhere I have news that this is done with the consent of parents, schools and inspection, at least), there are many other cases. That is, decides to give up reality and trick with the data. For what are we going to find those missing if the law says and go to school.
Of course, there is a well-call-"technical absenteeism, ie, some of the guys who said the census that live here maybe have emigrated or have died, or are statistical errors, or have become your country (also likely that we lack census immigrants). That is, not real. But this implies, at most, small tenths of a percent on the total cohort. But do not explain all that remains. Come to think, I have not said what is missing.
